Child Safety Standards
Our standards against Child Sexual Abuse and Exploitation (CSAE).
Effective: September 18, 2026 · Last Updated: September 18, 2026 · Jurisdiction: Ontario, Canada
These Child Safety Standards apply to Skrap: Digital Scrapbook, the mobile application published on the Apple App Store and Google Play by Skrap Inc., and to the SKRAP website at skrap.co, including every public profile page at skrap.co/@username (together, our "Services").
Skrap Inc. has zero tolerance for Child Sexual Abuse and Exploitation (CSAE). These standards describe what we prohibit, how we design our product to prevent it, how we detect and review it, how we report it to the authorities, and how anyone can contact us about it. They supplement our Terms of Service and Privacy Policy, and the provisions of both apply here.

1. Our Commitment
Child Sexual Abuse and Exploitation, referred to throughout these standards as CSAE, is absolutely prohibited on the Services. This includes Child Sexual Abuse Material (CSAM) and every other form of sexual abuse, sexualisation, or exploitation of a person under the age of 18.
There is no context in which CSAE is permitted on SKRAP. It is not permitted as art, satire, commentary, fiction, education, awareness-raising, or personal expression. It is not permitted whether the imagery is photographic, drawn, animated, computer-generated, or produced or altered by artificial intelligence. It is not permitted whether the minor depicted is real, simulated, or a real minor whose likeness has been manipulated.
We enforce these standards globally, against every account, in every market where the Services are distributed, without exception.
2. What We Prohibit
You may not upload, create, store, link to, share, request, solicit, promote, or facilitate access to any of the following on SKRAP:
- Child Sexual Abuse Material (CSAM). Any visual depiction of sexually explicit conduct involving a minor, in any medium.
- Sexualisation of minors. Any content that depicts, describes, or presents a minor in a sexualised manner, including content that emphasises a minor's body in a sexual context, even where the minor is clothed and the content is not explicit.
- AI-generated or manipulated CSAE. Any sexualised depiction of a minor that is generated, synthesised, edited, face-swapped, or otherwise manipulated by any tool, including SKRAP's own image features. Synthetic material is treated exactly as real material.
- Grooming. Any attempt to build a relationship with a minor for the purpose of sexual exploitation or abuse, including establishing trust, normalising sexual conversation, or arranging offline contact.
- Sextortion. Threatening to expose a minor's intimate imagery, or any other material, in order to obtain further imagery, sexual contact, money, or anything else of value.
- Child trafficking. Any advertisement, recruitment, solicitation, or facilitation of the trafficking or sexual exploitation of a minor.
- Solicitation of minors. Any request directed at a minor for intimate imagery, sexual contact, or sexual conversation.
- Endangerment of minors. Any content that exposes a minor to risk of physical or psychological harm, or that discloses the identity, school, home address, or location of a minor without the consent of that minor's parent or guardian.
- Off-platform facilitation. Any use of SKRAP to advertise, link to, or direct users toward CSAE hosted on another service.
These prohibitions are in addition to the prohibited content rules in Section 3 of our Terms of Service, and apply to every part of a SKRAP page: photos, cutouts, text, stickers, frames, link buttons, music widget references, backgrounds, cover cards, usernames, and profile bios.
3. Age Requirements
SKRAP is not directed at children. You must be at least 13 years old to create a SKRAP account. Users between 13 and 17 may use SKRAP only with the consent of a parent or guardian, who accepts our Terms of Service on the minor's behalf.
We collect a date of birth or a self-attested age confirmation at sign-up and decline accounts that do not meet the minimum age. If we learn that an account belongs to a child under 13, we terminate it and delete the associated personal information, as described in Section 8 of our Privacy Policy. Anyone can notify us of an underage account at legal@skrap.co.
4. How We Prevent CSAE
The product has no private contact surface
Grooming, solicitation, and sextortion overwhelmingly depend on an adult being able to contact a child privately. SKRAP has no such surface, by design. There are no direct messages, no comments, no replies, no group chats, no friend requests, and no follower counts. The only social interaction on the platform is a "heart" on a public page, which carries no message and opens no conversation. A stranger has no mechanism to contact a minor on SKRAP.
No discovery mechanism that surfaces minors to strangers
SKRAP has no algorithmic feed, no recommendation engine, and no proximity or location-based discovery. We do not collect precise GPS location. Pages are reached by their own URL, not by an algorithm that pushes a young person's page toward an audience they did not choose.
Restrictions on our image and AI features
Our AI features, including the Cutout tool, may not be used to generate or process sexual or sexualised content involving any person, to generate or process content sexualising or exploiting a minor, to create deepfakes or face-swaps of real people without their explicit consent, or to generate non-consensual intimate imagery. These restrictions are binding terms of use, not guidance.
Clear, enforced standards
These standards, our Terms of Service, and our in-app reporting flow are published and available to every user before and after they create an account.
5. How We Detect and Review CSAE
- User reporting. Every public SKRAP page carries a report control, available to signed-in users in the app and on the web. "Minor Safety Concern" and "Sexual or Adult Content" are dedicated report categories.
- Human review. Every report categorised as a minor safety concern is escalated automatically to a dedicated child safety queue that is separate from routine moderation, and is reviewed by a person, not left to an automated decision.
- A 24-hour response target. Escalated child safety reports carry a 24-hour internal response deadline and notify our team directly rather than waiting in a general queue.
- Evidence preservation. Reviewers are required to preserve the reported URL, report identifier, account identifier, and timestamp before any content is removed, so that the material can be referenced in a filing to the authorities and retained for the statutory preservation period.
- No silent dismissal. A child safety report cannot be closed without a recorded reason and outcome.
6. How to Report a Child Safety Concern
- In the app. Open the page you want to report, tap the report control, and choose "Minor Safety Concern". You can add details before submitting.
- On the web. Every public page at skrap.co/@username carries the same report control in its footer, available once you sign in.
- By email. Write to legal@skrap.co with the page URL or username and a description of the concern.
Please do not download, forward, save, or re-share suspected CSAM in order to report it. Sending us the URL is enough, and redistributing the material is itself a criminal offence in most jurisdictions.
If a child is in immediate danger, contact your local emergency services first. Reporting to SKRAP is not a substitute for contacting law enforcement.
7. Reporting to Authorities
When we identify or are made aware of apparent CSAM on the Services, we preserve the evidence, remove the content, and report it to the appropriate authorities. We do not treat reporting as discretionary.
- United States. We report to the National Center for Missing & Exploited Children (NCMEC) through the CyberTipline at report.cybertip.org, consistent with the reporting and preservation obligations of 18 U.S.C. § 2258A.
- Canada. As a company operating from Ontario, we report to the Canadian Centre for Child Protection through Cybertip.ca, consistent with Canada's Act respecting the mandatory reporting of Internet child pornography by persons who provide an Internet service.
- Both, not either. Apparent CSAM is reported to NCMEC and to Cybertip.ca, and to law enforcement in the relevant jurisdiction where appropriate.
- Other markets. Where the Services are distributed in a market with its own mandatory reporting body or regime, we report to that authority as that jurisdiction's law requires.
We cooperate with valid legal process from law enforcement and child protection authorities investigating CSAE, and we retain records relating to reports we have filed as required by law.
8. Enforcement
Where we confirm a violation of these standards, we take the following actions:
- Immediate removal of the violating content, after the evidence has been preserved.
- Permanent termination of the account, without prior notice. CSAE is a first-strike, permanent-ban violation. There is no warning tier and no reinstatement path.
- Blocking of re-registration where we are able to identify attempts by a terminated user to create a new account.
- Referral to the authorities as described in Section 7.
Our general appeals route at support@skrap.co does not apply to accounts terminated for CSAE. If you believe your account was terminated in error, write to legal@skrap.co, which is reviewed by our child safety contact rather than by general support.
9. Compliance With Child Safety Laws
Skrap Inc. complies with all applicable child safety laws in every region where the Services are distributed, and reports to regional and national authorities as those laws require. This includes, without limitation, Canadian federal and Ontario law, the reporting obligations of 18 U.S.C. § 2258A and the PROTECT Act in the United States, the Children's Online Privacy Protection Act (COPPA), the EU and UK regimes governing child sexual abuse material and online safety, and equivalent laws in other markets.
We also comply with the Google Play Child Safety Standards policy and the Apple App Store Review Guidelines with respect to user-generated content and child safety.
10. Child Safety Point of Contact
Skrap Inc. has a designated point of contact for child safety matters, able to speak to our CSAM prevention practices and our compliance with these standards.
Child safety contact: legal@skrap.co
This is the correct address for platforms, regulators, law enforcement, child protection organisations, parents, and guardians, and for serving legal process.
Mailing address: Skrap Inc., 130 Queens Quay East, Unit 615, Toronto, Ontario, Canada
